Deactivate the process level of approval

Hi SAP Experts,

We have three levels of approval. Lets say A, B and C now the requirement is requestor/prepare have the authority to deactivate one level of approval lets say B before ordering the Cart. But that level should be deactivate only for that particular shopping cart. Please provide some pointers, how to achieve it.

We are using the Process Controlled Workflow using BRF. The system is SAP SRM 7.01 and the technical scenario is standalone.
