How to hide collaboration section under Notes and Attachment Tab?

Hi,

Could any one please tell me how to hide collaboration section under notes and Attachment?

As one of our users is able to see collaboration section under Notes and attachment in one bid RFx, Whereas no other user with same roles and authorization are not able to see any collaboration section under notes and attachment tab.
