Operational Purchaser to Display Shopping carts of other users

Hello Experts

Is it standard design by SAP that SC POWL Queries available for Operational Purchasers not able to display SC of other users?
If yes, would you know the business reasons  behind it?
Any suggestion so they can see these carts?

Pls see below screen using standard Operation Purchaser Role- not able to display SC of other users (unlike PO).
